I would rather say that an equestrian community without horses is like a senior citizen's community that does not allow motorized wheel chairs.

Mind you, I do not everwant to live under the thumb of a HOA but what my suggestion will accomplish is to make a place for people with alike preferences to live while I live out here in the free world. They can enjoy the peace and serenity, and sameness of their enclave because they choose to while I enjoy the freedom to do and to live as I please. They can also pay for their own regulatory procedures and not burden the government, vis: A discussion was in progress a few weeks ago regarding whether a modular home was to be classified the same as a stick-built home, this because there seem to be two classes of modular homes, pretty nice and pretty cheap. the reason given for wanting them in a class by themselves was so that if a person built a $750,000 home on a one-acre lot he/they would not suffer the ignominy of living next to or within sight of a home that cost one-tenth as much, thus lowering the value of the first homeowner's property. My position then is as it is now; the county government has no business making the distinction due to the cost of the building. If it's a dwelling and the land is zoned residential, then the person that had only $75,000 to spend after the purchase of the lot has as much of a right to be there as the jillionaire who built the big house. Such matters as these can and should be addressed in covenants and deed restrictions outside the purview of local government. The Georgia Department of Community Affairs had already ruled on the question, they agree with me. Modular homes are no different than "stick-built" homes. If you don't want to live near one, build in a subdivision that doesn't let them in and the HOA will protect you.
